Renting your flat to tourists in Andalusia: what each province allows in 2026
The same Junta de Andalucía rules apply in all eight provinces: register the home in the Andalusian Tourism Registry with a responsible declaration and meet the requirements of Decree 28/2016. What changes from one place to another is the town hall: some admit new registrations without more, others have suspended them in the centre or set planning conditions. Here it is province by province and town by town, with the date and the source of each fact.
The eight provinces
Almería
No known municipal suspensions or limits, neither in the capital nor on the coast (Roquetas, Mojácar, Cabo de Gata, Vera). The capital is studying a cap by zone.

Suspended in Cádiz city and El Puerto; in Chiclana, only in the town centre; Jerez, ground floor and change of use. No published limits in Conil, Vejer, Tarifa, Barbate, Sanlúcar, Rota or Algeciras.

Córdoba city: suspended in the Centro (Judería) and Sur districts until 2028; elsewhere, independent access. No published limits in Priego, Montilla, Palma del Río or Lucena.

Granada city: closed in the Albaicín, Centro, Realejo and Fígares (10 % cap). Costa Tropical, Sierra Nevada and the Alpujarra, no published municipal limit.

- The licence is a registration in the Andalusian Tourism Registry with a responsible declaration, free and online.
- The requirements for the home (square metres per guest, bathrooms, air conditioning and heating, first-aid kit, complaint forms) are the same in Seville as in Almería.
- Since April 2025 a new tourist home needs the approval of three fifths of the owners' association.
- Each town hall can suspend new registrations for up to three years while it changes its plan (Decree-law 1/2025, art. 6).
- The home must be compatible with the town's planning rules.
- Traveller registration is national: the same throughout Spain.
- Tax is national too: what you declare does not depend on the province.
