How to apply for the tourist licence in Andalusia: the responsible declaration step by step

Short answer: it is done online only, at the virtual office of the Regional Ministry of Tourism, with the holder's digital certificate. You fill in a responsible declaration (procedure 6631) with the details of the holder, the owner and the property, attach the documents and sign. As soon as it is registered you can start renting; the definitive code arrives later. Actual time to fill it in, with everything ready: about an hour.
What do I need before I sit down?
- Digital certificate (or Cl@ve) of whoever will be the holder: you, or the manager if it is going to be them.
- Cadastral reference of the property and its built square metres.
- A recent nota simple (Land Registry extract).
- Certificate from the owners' association approving tourist use (mandatory for homes starting from April 2025).
- If you are not the owner: the title that allows you to operate it (management contract or lease with authorisation).
- If there are several owners: everyone's details, for the shared ownership annex.
- The number of places you are going to declare (remember: 14 m² per place) and the periods in which you will open.
Where is the form?
At the Junta's virtual office (ws072.juntadeandalucia.es/ofvirtual), identifying yourself with the certificate. The procedure is called Declaración responsable – Registro de Turismo de Andalucía and has procedure code 6631. When you start it, a draft is created with a CTC-… code that you can save and resume.
What do you fill in?
- Signing holder: name, ID document, nationality and address. If it is a management company, tick "empresa explotadora" (operating company).
- Activity: tourist dwelling, and whether or not the holder is the owner.
- Establishment: trade name, exact address, phone, email and cadastral reference.
- Property annex: number of bedrooms, places in bedrooms and places in the living room (sofa beds). The total is calculated automatically.
- Owner: full details (even if they match the holder).
- Operating periods: marked on a calendar. The usual choice is "all year" and ticking that it repeats every year; otherwise, they must be communicated before 1 January.
- Modality: whole home or by rooms.
- Declarations: the boxes in which you state that you meet each requirement. Read them: they are what you are signing.
- Signature and submission with the certificate.
Where do people get stuck?
- The periods calendar is hidden: you have to open it from the link in the form, select the whole year and save inside the calendar itself; then tick that it repeats.
- Saving with errors discards what was not saved: save often and in parts.
- Co-ownership: if there are several owners, the annex has to be created and each one has to authorise or sign.
- The CTC code is not the licence: it is the number of your declaration. The VFT/VUT code arrives in the later resolution.
And after submitting it?
The registration receipt already proves you have complied: you can advertise and rent from that moment. The Junta later issues the resolution with the registration code, which you have to put in your listings. If the Junta detects that something does not comply, it can require you to fix it or cancel the registration, so declare only what is true.
Can the manager do it for me?
Yes, and it is the usual thing: the manager appears as holder of the operation and files the declaration with their certificate. If the home was already registered in your name and a company takes over its management, no new declaration is filed: a change of holder is communicated (procedure 7267).
