Renting your flat to tourists in Granada: what each municipality allows in 2026
Granada city does not admit new tourist homes in the Albaicín, Centro-Sagrario, Realejo-San Matías or Fígares (10 % cap per zone) and has suspended changes of use from commercial premises or homes to tourist homes. In Almuñécar, Salobreña, Motril, Monachil, Guadix and the Alpujarra there is no recorded municipal limit. With date and source.

In short: in the province of Granada the only limit is in Granada city: new tourist homes are not admitted in four zones of the historic centre (Albaicín, Centro-Sagrario, Realejo-San Matías and Fígares), where they already exceed 10 % of the dwellings, and licences to convert commercial premises or a home into a tourist home are suspended. On the Costa Tropical (Almuñécar, Salobreña, Motril), in Sierra Nevada (Monachil), Guadix and the Alpujarra there is no published municipal limit as of 6 October 2026.
Can I open a new tourist home in Granada city?
It depends on the zone.
1. The 10 % cap per zone. On 30 May 2025 the council plenary approved (Boletín de la Provincia de Granada, provincial gazette, no. 141 of 28 July 2025) a maximum of 10 % of tourist homes per statistical area of the city. Four zones already exceed it and no more are admitted:

The City Council will review the cap «when circumstances make it advisable». If your home is in the Sacromonte or on the edge of one of these zones, check with the urban planning department which statistical area it belongs to.
2. Suspension of changes of use. On 31 January 2025 the Junta de Gobierno Local (local governing board) gave initial approval (gazette no. 47 of 12 March 2025) to a change to the Plan General to adapt it to tourism regulations and, in the meantime, suspended licences for change of use of homes or commercial premises intended to become tourist homes, for a maximum of three years. As of 6 October 2026 that change to the Plan General has not received final approval.
3. What the court struck down. In July 2024 the City Council approved criteria that treated a tourist home like a hotel (independent access, staircase and installations). According to the press, the High Court of Justice of Andalusia (TSJA) struck them down in April 2026 because that requires changing the plan, not interpreting it, and the City Council announced an appeal to the Supreme Court. That ruling does not affect the 10 % cap.
And in the rest of the province?
In these municipalities we have found no municipal suspension or limit in the Boletín de la Provincia de Granada (reviewed from July 2024 to October 2026). It is not a certificate: request planning information from the town hall before you start.

Watch out in rural areas. In inland villages with fewer than 20,000 inhabitants and away from the coast (the Alpujarra, much of Guadix or Sierra Nevada), the home will normally not be a «vivienda de uso turístico» (tourist home) but a casa rural or vivienda turística de alojamiento rural (rural tourist accommodation), which has its own rules (Decree 20/2002). The cave houses of Guadix are also governed by their municipality's urban planning. In Monachil, the town hall is negotiating an agreement with the Junta to monitor tourist homes; it is for inspection and does not limit registrations.
How many tourist homes are there?
According to the INE (Spanish National Statistics Institute), in May 2026 there were 3,098 active tourist homes in Granada city (2.19 % of its dwellings). Almuñécar is the second in the province, with 1,511 (5.1 % of its dwellings), and Monachil the one where they weigh most in proportion (almost 9 %). The INE counts active listings on the platforms, not registrations in the Junta's registry.
What to check before you start, wherever you are
- That your municipality's urban plan allows tourist use in your home: Do I need an urban planning compatibility certificate? and Can my town hall suspend new tourist homes?.
- That your owners' association approves it by a three-fifths majority: Can my owners' association ban it?.
- That the home meets the Junta's requirements: requirements for the flat.
- Then, the registration: how the licence is processed.
