Renting your flat to tourists in Córdoba: what each municipality allows in 2026

Córdoba city has suspended new tourist homes in the Centro (including the Judería) and Sur districts until April 2028 at the latest, and in the rest of the city it requires independent access and services if the building is residential. In Priego, Montilla, Palma del Río and Lucena there is no recorded municipal limit. What to check before you start, with date and source.

In short: in the province of Córdoba almost everything happens in the capital, which has about 8 out of every 10 tourist homes in the province. There, new registrations are suspended in the Centro and Sur districts (including the Judería, the old Jewish quarter) until April 2028 at the latest, and in the rest of the city a tourist home in a residential building needs independent access and services. In Priego de Córdoba, Montilla, Palma del Río and Lucena there is no published municipal limit.

Can I open a new tourist home in Córdoba city?

In the Centro and Sur districts, no. On 25 March 2025 the governing board of the Gerencia Municipal de Urbanismo (municipal urban planning department) agreed to suspend «all kinds of approvals, authorisations, planning licences and sworn statements for tourist homes» in those two districts while it changes the planning rules of the Plan General (article 6 of the Junta's Decreto-ley 1/2025, Decree-law 1/2025). It lasts three years from its publication in the Boletín de la Provincia (provincial gazette) (April 2025), or less if the plan change comes into force first; as of 6 October 2026 that change has not yet received initial approval.

Neighbourhoods affected, according to the Gerencia's public notice:

  • Centro district: Mezquita-Catedral (the Judería), San Basilio, San Francisco-Ribera, San Pedro, El Salvador y La Compañía, La Trinidad, Santa Marina, San Miguel-Capuchinos, Santiago, San Andrés-San Pablo, La Magdalena, Huerta del Rey-Vallellano, Centro Comercial, San Lorenzo, Campo de la Merced-Molinos Alta, Ollerías, Cerro de la Golondrina and El Carmen.
  • Sur district: Campo de la Verdad-Miraflores, Fray Albino, Sector Sur and Barrio del Guadalquivir.

In the rest of the city, yes, with a tough condition. A February 2025 report by the Gerencia de Urbanismo places the tourist home under the lodging use of the Plan General. If it is in a building that is wholly or partly residential, it must have access and evacuation independent from the rest of the building, and also independent general services (electricity, water…). In practice, that rules out most flats in blocks with a shared entrance and staircase; houses, ground-floor flats with their own door or whole buildings fit better. Check with the Gerencia before investing.

What is being prepared in Córdoba?

The change to the Plan General rules on tourist homes, which justifies the suspension, is still being drafted. Opposition groups asked in August and September 2026 for the suspension to be extended to the whole city; as of 6 October 2026 there is no agreement to that effect.

And in the rest of the province?

In these municipalities we have found no published municipal limit or suspension (provincial gazette, municipal websites and 2025-2026 press, as of 6 October 2026). It is not a certificate: request planning information from the town hall before you start. Away from the coast and from towns of more than 20,000 inhabitants, also check whether your case is a rural tourist home, which has its own rules.

In Priego, the February 2026 plenary applied another part of Decree-law 1/2025 (land for subsidised housing); it does not affect tourist homes.

How many tourist homes are there?

According to the INE (Spanish National Statistics Institute), in May 2026 there were 2,379 active tourist homes in Córdoba city (1.53 % of its dwellings), out of about 2,950 in the whole province. The INE counts active listings on the platforms, not registrations in the Junta's registry.

What to check before you start, wherever you are

  1. That your municipality's urban plan allows tourist use in your home: Do I need an urban planning compatibility certificate? and Can my town hall suspend new tourist homes?.
  2. That your owners' association approves it by a three-fifths majority: Can my owners' association ban it?.
  3. That the home meets the Junta's requirements: requirements for the flat.
  4. Then, the registration: how the licence is processed.
