Complete list of mandatory equipment for a tourist home in Andalusia: the decree's Annex, piece by piece

Short answer: the Annex of Decree 28/2016 (in its 2024 wording) is a closed list, and it is longer than most people think. It requires, among other things, a television with channel information, a kitchen with two hobs, oven or microwave and fridge, blender, toaster or grill, juicer and coffee maker, iron and board, clothes horse, cleaning kit and rubbish bags, waste separation, in the bathroom a hairdryer, shower gel, shampoo, soap, one hand towel and one bath towel per person, washable mat and non-slip floor, a spare set of bed linen, a wardrobe per four places, first-aid kit, extinguisher and smoke detector, and tourist information with a town map. What follows is the full Annex, section by section, for you to go through in the flat. The quotations are our translation of the Spanish text.

a) The home and the kitchen

Literal text: "Be sufficiently furnished and equipped with the appliances and items needed for immediate use and in keeping with the number of places, have a television and channel information, power sockets in every room and the basic utilities that make it habitable, such as electricity and hot and cold running water."

b) The bathroom

Literal text: "The bathroom must have at least a toilet, washbasin, bath or shower tray, hand soap, shower gel, shampoo, one hand towel per person, one bath towel per person, non-slip floors in showers and baths, a washable bath mat, appropriate bathroom lighting, mirror, towel hooks, a spare toilet roll, toilet brush, power socket next to the mirror, shelf, hairdryer and sanitary bin. In all cases the toilet must be separate and enclosed, either on its own or together with the other sanitary fittings."

c) Bedrooms and bed linen

Literal text: "Bed linen, household linen, blankets or duvets and pillows in good condition according to the home's occupancy and a spare set of bed linen. Beds must measure at least 80×190 cm if single and 135×190 cm if double. The home must have a wardrobe or space for clothes for every four places, with an adequate number of hangers, which may be located in any of the bedrooms, and a light point near the bed. Bed bases, and mattresses with a minimum thickness of 18 cm, must be in good condition and offer a uniform level of firmness across the whole surface."

d) Safety

Literal text: "First-aid kit, as well as the installation of some type of smoke detector in the area near the kitchen and a fire extinguisher."

What is NOT in the Annex (although everyone expects it)

Wi-Fi, washing machine, tumble dryer, dishwasher, freezer and welcome kit are not mandatory. Without Wi-Fi and a washing machine, though, reviews drop and so does occupancy: we cover it in What a guest expects in 2026.

Is it checked?

Not at registration: the responsible declaration is a declaration. It is checked in an inspection, normally after a complaint or a report. Going through this list with the flat in front of you takes half an hour; a photo of each item (first-aid kit, extinguisher, detector, cleaning kit, evacuation plan) saved on your phone is the proof for the day it is needed.
