# Complaint forms, sign and tourist information: the paperwork that must be in the flat

**Short answer:** every Andalusian tourist home must have, **on paper**, the **complaint forms** (*hojas de quejas y reclamaciones*) of Andalusia's official model and a **sign** announcing that they exist; in addition, **tourist information** on the area, the association's **rules of coexistence** and the home's conditions (pets, smoking, use of facilities), and the guest must receive a **payment receipt**. It all fits in a folder at the entrance.

## Complaint forms

- They are the model in **Annex I of Decree 82/2022** of the Junta de Andalucía. They are downloaded free from the Consumo Responde portal and printed: each form has three copies (for the consumer, for the Administration and for you).
- They must be **on paper**, available in the home. A link on the website is not enough.
- If a guest asks for one, you must hand it over and sign the copy. They can then file it with Consumer Affairs; it is not a fine, it is a mediation procedure.
- Keep yours: if a guest ever claims on the platform, having offered the official form works in your favour.
- If you are handed one, you have **ten working days** to reply in writing with reasons (email to the address the guest puts on the form is fine). Only after that period, or if the reply does not satisfy them, can they take it to Consumer Affairs.

## The sign

A visible sign, normally at the entrance, with the official text ("This establishment has complaint forms available to consumers"). The model is in the same decree. A laminated sheet works.

## Tourist information

The rules require the guest to have information on the area: **transport** (nearby bus and train stops, with real timetables), **services** (supermarket, pharmacy, health centre, hospital), **leisure** and **beaches**. Also the association's **rules of coexistence**, **restricted-use areas** and municipal rules on noise and waste. The practical way is a **house guide** on paper (or a QR code leading to a page) with:

- How the air conditioning, hob, washing machine and television work.
- Wi-Fi and password.
- Quiet hours, pool rules, where the rubbish goes and on which day.
- 24-hour contact phone and 112.
- The five places you would recommend to a friend.

Careful with distances: a bus stop "150 metres away" that is 1.2 kilometres away guarantees a complaint. Check every figure on the map before printing it.

## House rules

The Junta does not require them by that name, but it does require you to inform the guest of the rules of coexistence, whether pets are allowed and where smoking is permitted. ## The contract on arrival

Decree 28/2016 (art. 7.1) requires you to give the guest, at check-in, "a document, by way of contract", with at least: the operator's name, **registration code** in the Tourism Registry, number of people, check-in and check-out dates, **total price** and contact phone. The guest signs it and you **keep the copy for one year** at the Junta's disposal (art. 7.3): it has evidential value and is considered a contract. In practice it is handled with the same traveller registration form, on paper or electronic, adding those details.

## Two other obligations almost nobody knows

- **Evacuation plan on the home's door**, if the building's association has one (art. 6.2.d).
- **Informing the guest whether you belong to the Consumer Arbitration System** (art. 6.2.f). Joining is not mandatory; saying so is.

## Payment receipt

Every guest must receive a receipt with **the home's name and registration code, the holder's details, the total price, the dates and what is included**. If the booking is through Booking or Airbnb, the platform's receipt usually covers it; if it is direct, you issue the invoice or receipt. ## What is not needed?

An identification plaque on the façade (the rules do not require it for tourist dwellings), a paper guest book or displaying the licence in a frame. Traveller registration is done online, not in a book.
